当多个bus drive一个output时，enable line （B）上的stuck at fault可能会引起output上的contetion，可能有多个driver或者是没有driver，正常情况下是一个driver。Tessent 可以在前面增加gating logic，scan-enable控制来关闭shift状态下的tri-state device。
