Policy
In April 2015 there followed the State Council’s Water Pollution Prevention and Control Action Plan. This is the action guide for the national water pollution prevention and control work at present and in the future.
Among the 238 specific governance measures in the action plan, in addition to 136 improvement and strengthening measures and 12 research and exploratory measures, 90 reform and innovation measures were put forward. The new requirements for reform and innovation are reflected in the use control of natural resources, the conservation and intensive use of water, the red line of ecological protection, the monitoring and early warning mechanism for the carrying capacity of resources and the environment, the paid use of resources, ecological compensation, the environmental protection market, social capital investment, environmental information disclosure, and social supervision.
Aims
The Plan aims to enforce stricter standards, increase water monitoring efforts, strengthen the enforcement of environmental laws, punish polluters and especially target heavily polluting industries. Specific performance indicators are set, with definite goals and timelines. For example, the Plan states that by 2020, 70% of the water in the major watersheds and 93% of the drinking water sources in major cities are to meet Grade III or higher standards, By 2030, the proportion of excellent water quality in seven major river basins will be above 75%, black and smelly water bodies in urban built-up areas will be eliminated, and the proportion of water quality of centralized drinking water sources in urban areas reaching or better than Class III will be about 95%.
Measures
In order to achieve the above goals, the action plan has identified ten aspects of measures:
First, comprehensive control of pollutant emissions. In view of the pollution sources of industry, urban life, agriculture and rural areas, ships and ports, the corresponding emission reduction measures are put forward.
Second, promote economic structural transformation and upgrading. Speed up the elimination of backward production capacity, rationally determine the layout, structure and scale of industrial development, and promote circular development with industrial water, recycled water and seawater utilization. Third, we will strive to conserve and protect water resources. We will implement the strictest water resources management system, control total water use, improve water use efficiency, strengthen water allocation, and ensure the ecological flow of important rivers.
Fourth, we will strengthen scientific and technological support. We will promote demonstration of advanced and applicable technologies, strengthen basic research and forward-looking technology research and development, standardize the market for environmental protection industries, and accelerate the development of environmental protection services.
Fifth, give full play to the role of market mechanisms. We will accelerate the reform of water prices, improve charging policies, improve tax policies, promote diversified investment, and establish an incentive mechanism conducive to water environmental governance.
Sixth, we will strictly monitor environmental law enforcement. We will severely punish all kinds of environmental violations and illegal construction projects, strengthen the link between administrative law enforcement and criminal justice, and improve the water environment monitoring network.
Seventh, we will effectively strengthen water environment management. We will strengthen target management of environmental governance, deepen the system for controlling the total amount of pollutants, strictly control all types of environmental risks, and comprehensively implement emission permits.
Eighth, we will make every effort to ensure the safety of the water ecological environment. We will ensure the safety of drinking water sources, scientifically prevent and control groundwater pollution, deepen the prevention and control of water pollution in key river basins, and strengthen the protection of water bodies and the Marine environment. Rectification of urban black and odorous water bodies, municipalities directly under the central government, provincial capitals, planned cities built-up areas by the end of 2017 to basically eliminate black and odorous water bodies.
Ninth, clarify and implement the responsibilities of all parties. We will strengthen the responsibilities of local governments for water environmental protection, implement the main responsibilities of polluters, assess the implementation of the national plan by river basin, region and sea area year by year, and urge all parties to fulfill their responsibilities.
